Bahrain opposition figure denies backing violence


MANAMA, Bahrain (AP) — A prominent opposition figure in Bahrain told a court hearing Thursday that he rejects violence but stands by his calls for peaceful anti-government protests to force reforms in the troubled Gulf nation.

The arrest of Khalil al-Marzooq last month touched off outrage from international rights groups and prompted Bahrain's Shiite-led opposition to suspend political talks with the Sunni monarchy and its allies.

Bahrain has been gripped by nonstop unrest after the kingdom's Shiite majority began an uprising in early 2011 calling for a greater political voice. Many protesters and other senior opposition figures have been jailed during crackdowns in the strategic island nation, which is home to the U.S. Navy's 5th Fleet.

Al-Marzooq, a top member of the main Shiite political bloc Al Wefaq and a former deputy parliament speaker, faces charges of encouraging violence. He was freed pending the next trial session Nov. 18.

Al-Marzooq told the three-judge panel that he supports peaceful efforts to force political concessions from Bahrain's rulers. But he denied any support for bombings and other attacks, which have been on the rise.

On Wednesday, mourners clashed with police at the funeral for a 17-year-old boy whom authorities said died while carrying explosives. The official Bahrain News Agency said a gun and ammunition was found near the teen's body. Authorities said he was wanted in connection with previous attacks.

Al-Marzooq's supporters claim he was targeted by Bahrain's Western-backed authorities in attempts to punish the opposition after recent criticism from European officials about government clampdowns on dissent.

More than 65 people have died in Bahrain's unrest, but rights groups and others place the death toll higher.

Jamie Dornan is Christian Grey in 'Fifty Shades of Grey'


Jamie Dornan has been chosen as the new Christian Grey for Universal and Focus’ adaptation of Fifty Shades of Grey, The Hollywood Reporter has learned. Negotiations with the actor now are underway.



Charlie Hunnam infamously backed out of the project a week and a half ago, setting off a feverish pursuit to find his replacement.

The UK-based Dornan was first revealed as a contender for the role of kinky billionaire Grey by THR on Oct. 14. He is the star of the U.K. series The Fall and might be best known to U.S. audiences for playing the Huntsman in ABC's Once Upon a Time. Born in Northern Ireland, he's a former Calvin Klein model and dated Keira Knightley for two years.


Dornan, 31, actually was contacted before Hunnam officially dropped out, and tested Friday opposite female lead Dakota Johnson for director Sam Taylor-Johnson, author E.L. James and producers Michael De Luca and Dana Brunetti. Tony-nominated actor Billy Magnussen also tested, as did Francois Arnaud from The Borgias, according to sources. 


Dornan will now face the blinding spotlight of both fans of the best-selling trilogy and the media. Hunnam and Universal cited a scheduling conflict as the reason for his exit, but THR reported that he was uncomfortable with the frenzy surrounding the project. Universal was forced to hire bodyguards for the Sons of Anarchy actor at a premiere, and two appearances to promote the show were canceled. Hunnam, who also is a writer (he penned the gothic horror screenplay Vlad for Brad Pitt's Plan B and Summit Entertainment), is said to have had issues with Kelly Marcel's adaptation of the book. The script is getting a polish by Patrick Marber (Notes on a Scandal).


Universal was under pressure to begin production Nov. 1 on the high-profile project in order to meet an Aug. 1, 2014, release date. If Dornan's deal closes, he will be signed for three and possibly four Fifty Shades movies based on the erotic book, assuming the first film is successful. 


THR also has learned that Universal and Focus had approached Juno Temple to play Anastasia Steele's (Johnson) best friend and Frank Grillo to play Grey's bodyguard. Both actors passed on the roles, according to sources.

(AP) — Dressed in a lace and satin gown designed in the 1840s, Britain's 3-month-old future monarch, Prince George, was christened Wednesday with water from the River Jordan at a rare gathering of four generations of the royal family.

The occasion had historic overtones: the presence of Britain's 87-year-old monarch and three future kings, Princes Charles, William and, of course, little George.

Queen Elizabeth II, usually the center of attention, quietly ceded the spotlight to her rosy-cheeked great-grandson, who seemed to wave at her when he arrived — an illusion created by his father, Prince William, playfully moving the infant's arm.

The private affair at the Chapel Royal at St. James's Palace was also attended by Prince Charles, next in line to the throne, and the queen's 92-year-old husband, Prince Philip, who has shown remarkable stamina since returning to the public eye after a two-month convalescence following serious abdominal surgery.

All told, it was an exceptional day for a monarchy that seems to be basking in public affection since the 2011 wedding of William and Kate Middleton and the maturing of Prince Harry, who appears to have put his playboy days behind him.

George, who was born on July 22, wore a replica of an intricate christening gown made for Queen Victoria's eldest daughter and first used in 1841.

When William was christened in 1982, he wore the original gown — by then well over a century old — but the garment has become so fragile that a replica was made.

The infant, who will head the Church of England when he becomes king, was christened with water from the River Jordan by Archbishop of Canterbury Justin Welby.

He arrived at the chapel in his father's arms with his mother by their side.

Kate, smiling broadly on her way into the chapel, wore a cream-colored Alexander McQueen dress and hat by milliner Jane Taylor, with her long hair brushed to the side. William wore his customary dark suit and tie as he proudly carried their first child.

Kate's parents, Michael and Carole Middleton, and her sister, Pippa, and brother, James, were also at the ceremony.

Pippa Middleton read from the Gospel of St. Luke and Prince Harry read from the Gospel of St. John. The two hymns were "Breathe on Me, Breath of God" and "Be Thou My Vision."

The chapel has a strong connection to William's mother, the late Princess Diana, whose coffin was laid before the chapel's altar for her family to pay their last respects in private before her 1997 funeral.

Baby George has seven godparents, among them William's cousin, Zara Phillips, daughter of Princess Anne and a close friend of the couple.

They also include Oliver Baker, a friend from William and Kate's days at St. Andrews University; Emilia Jardine-Paterson, who went to the exclusive Marlborough College high school with Kate; Hugh Grosvenor, the son of the Duke of Westminster; Jamie Lowther-Pinkerton, a former private secretary to the couple; Julia Samuel, a close friend of Princess Diana, and William van Cutsem, a childhood friend of William's.

Palace officials said water from the River Jordan — where Christians believe Jesus Christ was baptized — was used for the christening.

In the West Bank, hours before the christening, busloads of Russian tourists descended on Qasr el-Yahud to immerse themselves in the river. The site, five miles (eight kilometers) east of Jericho, is considered Christianity's third-holiest site after Bethlehem and Jerusalem.

The river's waters have often been used to make the sign of the cross on the heads of royal infants.

Some royal watchers camped outside the palace for more than 24 hours to obtain a good vantage point to watch the guests arrive, but the ceremony was private.

William and Kate hired photographer Jason Bell to take official pictures, which are expected to include a historic multigenerational photograph of the queen with the three future kings.

Arcade Fire In The Throes Of Transformation

Saturday's hottest ticket in New York City was to see a band nobody's heard of. The Reflektors burned through a fan-only presale, and tickets hit the secondary market at prices high as $5,000 — a hefty sum to see any band, much less a band yet to release its first album, in Bushwick's warehousiest corridors. That's like half a year's rent for that neighborhood. But the hype was real. Based only on the "Is-this-really-happening?" disbelief stretching the faces of all the superfans and industry types in the audience, you'd think they were about to see a band that would never play a skuzzy converted depot in east Brooklyn: U2 or Bruce Springsteen, or, I don't know, Arcade Fire.


The thing about the musicians on stage was that they looked a lot like Arcade Fire. Despite his Jack White-like red shirt and white tie, the bassist's flaming red hair drew Richard Reed Parry comparisons. And they sounded like Arcade Fire, too. They even covered "Sprawl II." And that's because — (no) surprise! — The Reflektors was Arcade Fire. That cat was never really in the bag. After a little tongue-in-cheek stage banter ("We started three years ago. We were nervous to play New York because we heard you're standoffish!"), a gold-suited Win Butler and his band ran through a set of mostly unheard tracks from their upcoming album Reflektor, masquerading as a brand new band riding the promotional cycle for its first album.


But the group that played at 299 Meserole this weekend, no matter what you called them, was clearly neither a set of wide-eyed naïfs dropping their first 12", nor the band that made sneaking out of your parents house feel like toppling the Berlin Wall. The musicians were belied by more than their popularity; never mind that most in attendance — who embraced the show's "formal" dress code with thrifted tuxes, reflective masks or fratty banana suits — only got access to buying these tickets after pre-ordering Reflektor. They're also darker, and maybe a more disillusioned, too. "We're so excited to play CMJ," Butler called out sarcastically. "Thank you so much to all the industry types who offered to sign our band!"


But the plucky effrontery that has underpinned all Arcade Fire's work to date is crumbling. The band has told stories about struggling under somebody's thumb since its 2003 debut album Funeral. Songs like "Wake Up" and "Crown of Love" captured an anthemic emotional power, half hope and half rebellion, unmatched by the group's successors and copycats. The songs bloomed around refrains that felt bigger than any stadium they eventually filled. But this is less so on Reflektor. The new songs Arcade Fire played Saturday were full of new (mostly rhythmic) ideas coming to the fore and many old (mostly romantic) identifiers fading away.


Some saw that change coming when Arcade Fire announced that James Murphy, the David Bowie-obsessed former face of LCD Soundsystem and head of disco-punk label DFA, was announced as Reflektor's producer. He introduced the band at the show. Others heard it in the album's dynamic, Bowie-featuring first single, which abandoned that operatic Springsteenian populism for pop reflective of the transformations undertaken by their arena-sized predecessors the Talking Heads and U2 (there's that similarity again).



That change got its first full public display in Bushwick. Take "We Exist," for one. Four years ago an Arcade Fire song with titles that way might've sounded like "Born to Run," but when that "Hang On To Your Love"/"Your Cover's Blown" bassline crept out beneath the venue's Murphy-esque disco balls and reflective hanging polygons, it left no ambiguities about the type of music Arcade Fire is now interested in making. Fans of the group should have been safe assuming they'd get the standard fare of marching violinists yowling to the rafters, but instead were blindsided by Sade. With strings marginalized and two miscellaneous percussionists in tow, this group looked and sounded more like Stop Making Sense than In the Aeroplane Over the Sea.


This departure is not a totally clean break from their last work, 2010's Grammy-winning, Twitter-enraging The Suburbs. There were of course the type of joyful moments Arcade Fire is known for (see the swelling "Supersymmetry"), and brand new sounds, like the Princely backup vocals of "It's Never Over (Orpheus)" and the murky rave-up "Here Comes the Night Time." But taking the stage in the throes of a transformation didn't always work in Arcade Fire's favor. The band sometimes sounded uninspired performing new songs they'd written in their old style (like the underwhelming "Joan of Arc") or those that didn't do Butler's heady aspiration to sound like "a mash up of Studio 54 and Hatian voodoo" real justice (the chopped reggaeton of "Flashbulb Eyes"). Some old favorites even looked limp in their new duds (like the beloved "Neighborhood #3 (Power Out)"), while others ("Haiti") sound suddenly prophetic of where the band has touched down.


Gone is the jubilation of the Arcade Fire of days past. The crowd occasionally felt awkward inside the band's new big beat, and responded to Butler's post-encore announcement that there would be no more Reflektors, or Arcade Fire, tonight but rather a DJ set from James Murphy for those who wanted to "dance all night," with more than a smattering of boos. But the band itself is dancing toward something that'll lead it outside the sounds their old crowd formed around. Seeing that live was alone worth the price of admission.

BERLIN (AP) — German Chancellor Angela Merkel complained to President Barack Obama on Wednesday after learning that U.S. intelligence may have targeted her mobile phone, saying that would be "a serious breach of trust" if confirmed.

For its part, the White House denied that the U.S. is listening in on Merkel's phone calls now.

"The president assured the chancellor that the United States is not monitoring and will not monitor the communications of the chancellor," White House spokesman Jay Carney said. "The United States greatly values our close cooperation with Germany on a broad range of shared security challenges."

However, Carney did not specifically say that that U.S. had never monitored or obtained Merkel's communications.

The German government said it responded after receiving "information that the chancellor's cellphone may be monitored" by U.S. intelligence. It wouldn't elaborate, but German news magazine Der Spiegel, which has published material from NSA leaker Edward Snowden, said its research triggered the response.

Merkel spokesman Steffen Seibert said in a statement the chancellor made clear to Obama in a phone call that "she views such practices, if the indications are confirmed ... as completely unacceptable."

Merkel said among close partners such as Germany and the U.S., "there must not be such surveillance of a head of government's communication," Seibert added. "That would be a serious breach of trust. Such practices must be stopped immediately."

Carney, the White House spokesman, said the U.S. is examining Germany's concerns as part of an ongoing review of how the U.S. gathers intelligence.

The White House has cited that review in responding to similar spying concerns from France, Brazil and other countries.

U.S. allies knew that the Americans were spying on them, but they had no idea how much.

As details of National Security Agency spying programs have become public, citizens, activists and politicians in countries from Latin America to Europe have lined up to express shock and outrage at the scope of Washington's spying.

Merkel had previously raised concerns over the electronic eavesdropping issue when Obama visited Germany in June, has demanded answers from the U.S. government and backed calls for greater European data protection. Wednesday's statement, however, was much more sharply worded and appeared to reflect frustration over the answers provided so far by the U.S. government.

Merkel called for U.S. authorities to clarify the extent of surveillance in Germany and to provide answers to "questions that the German government asked months ago," Seibert said.

Overseas politicians are also using the threat to their citizens' privacy to drum up their numbers at the polls — or to distract attention from their own domestic problems. Some have even downplayed the matter to keep good relations with Washington.

After a Paris newspaper reported the NSA had swept up 70.3 million French telephone records in a 30-day period, the French government called the U.S. ambassador in for an explanation and put the issue of personal data protection on the agenda of the European Union summit that opens Thursday.

"Why are these practices, as they're reported — which remains to be clarified — unacceptable? First because they are taking place between partners, between allies, and then because they clearly are an affront to private life," Najat Vallaud-Belkacem, the French government spokeswoman, said Wednesday.

But the official French position — that friendly nations should not spy on each another — can't be taken literally, a former French foreign minister said.

"The magnitude of the eavesdropping is what shocked us," Bernard Kouchner said in a radio interview. "Let's be honest, we eavesdrop too. Everyone is listening to everyone else. But we don't have the same means as the United States, which makes us jealous. "

The French government, which until this week had been largely silent in the face of widespread U.S. snooping on its territory, may have other reasons to speak out now. The furor over the NSA managed to draw media attention away from France's controversial expulsion of a Roma family at a time when French President Francois Hollande's popularity is at a historic low. Just 23 percent of French approve of the job he is doing, according to a recent poll.

In Germany, opposition politicians, the media and privacy activists have been vocal in their outrage over the U.S. eavesdropping. Up until now, Merkel had worked hard to contain the damage to U.S.-German relations and refrained from saying anything bad about the Americans.

Merkel has said previously her country was "dependent" on cooperation with the American spy agencies — crediting an American tip as the reason that security services foiled an Islamic terror plot in 2007 that targeted U.S. soldiers and citizens in Germany.

In Italy, major newspapers reported that a parliamentary committee was told the U.S. had intercepted phone calls, emails and text messages of Italians. Premier Enrico Letta raised the topic of spying during a visit Wednesday with Secretary of State John Kerry. A senior State Department official said Kerry made it clear the Obama administration's goal was to strike the right balance between security needs and privacy expectations.

Few countries have responded as angrily to U.S. spying than Brazil. President Dilma Rousseff took the extremely rare diplomatic step of canceling a visit to Washington where she had been scheduled to receive a full state dinner this week.

Analysts say her anger is genuine, though also politically profitable, for Rousseff faces a competitive re-election campaign next year.

David Fleischer, a political scientist at the University of Brasilia, said since the Sept. 11 attacks Brazilian governments knew the Americans had stepped up spying efforts.

"But what the government did not know was that Dilma's office had been hacked as well," Fleischer said.

Information the NSA collected in Mexico appears to have largely focused on drug-fighting policies or government personnel trends. But the U.S. agency also allegedly spied on the emails of two Mexican presidents, Enrique Pena Nieto, the incumbent, and Felipe Calderon.

The Mexican government has reacted cautiously, calling the targeting of the presidents "unacceptable." Pena Nieto has demanded an investigation but hasn't cancelled any visits or contacts, a strategy that Mexico's opposition and some analysts see as weak.

"Other countries, like Brazil, have had responses that are much more resounding than our country," said Sen. Gabriela Cuevas of Mexico's conservative National Action Party.

Yet Mexico has much-closer economic and political ties to the United States that the Mexican government apparently does not want to endanger.

Beyond politics, the NSA espionage has been greeted with relative equanimity in Mexico, since the government has had close intelligence cooperation with the United States for years in the war on drugs.

"The country we should really be spying on now is New Zealand, to see if we can get enough information so the national team can win a qualifying berth at the World Cup," Mexican columnist Guadalupe Loaeza wrote.

The two rivals play Nov. 13.

Alonso to celebrate points record on Indian GP helmet | 2013 Indian Grand Prix

Alonso became F1′s all-time highest points scorer at the Japanese Grand Prix, reaching a tally of 1,571 points, surpassing Michael Schumacher’s[2] previous record of 1,566.


The two totals don’t bear direct comparison as the value of different finishing positions has changed many times in F1 history[3]. For example a win was originally value at eight points, Schumacher scored ten for each of his 91 victories, and 25 points has been given to race winners since 2010.


Alonso’s helmet also carries a message of thanks to his fans in English, French and Italian.


“To see my name leading the points record for a sport like Formula One is something I never imagined,” said Alonso[4] after claiming the record in Japan. “Thanks to everyone!”

Shutdown Causes IRS To Delay Tax Filing Season


WASHINGTON (AP) — Here's more fallout from the government's partial shutdown: Early tax filers will have to wait an extra week or two to get tax refunds next year.


The Internal Revenue Service said Tuesday it will delay the start of next year's filing season by up to two weeks to give programmers time to finish updating the agency's computers.


The 16-day shutdown, which ended last week, came at a critical time as the agency was working to update more than 50 systems used to process returns, the IRS said in a statement.


The filing season had been set to start Jan. 21. Acting IRS head Danny Werfel said the agency is working to shorten the delay and will announce the exact start date in December.


The delay will affect early filers, many of whom rush their returns to the IRS so they can get refunds quickly.


The April 15 deadline for filing individual tax returns, which is set by law, remains unchanged.


"Readying our systems to handle the tax season is an intricate, detailed process, and we must take the time to get it right," Werfel said. "The adjustment to the start of the filing season provides us the necessary time to program, test and validate our systems so that we can provide a smooth filing and refund process for the nation's taxpayers."


This is the second year in a row the agency will have to push back the date when it starts processing tax returns. This year, the agency delayed filing season until Jan. 30 for most filers because Congress made last-minute changes to the tax law.


Federal income tax refunds averaged more than $2,800 this year. The IRS issued more than $228 billion in refunds this year. Most of that money was issued before March 1.

(AP) — Apparently, not even perfection is good enough for the Kansas City Chiefs.

The Seattle Seahawks took over the top spot in the AP Pro32 power rankings released Tuesday, just ahead of the second-place Chiefs — the lone undefeated team left in the NFL this season.

The Denver Broncos, who lost 39-33 to Indianapolis on Sunday night, dropped from a unanimous No. 1 a week ago to third in balloting by the 12 media members who regularly cover the NFL.

"I know Kansas City is the NFL's only unbeaten team," said Alex Marvez of SiriusXM and FoxSports1, "but the Seahawks are the better squad."

Former Chiefs coach Herm Edwards, now an analyst for ESPN, was even more succinct in voting the Seahawks No. 1: "The most complete team in the National Football League."

Seattle received seven first-place votes after improving to 6-1 with a 34-22 rout of the Cardinals last week. Russell Wilson threw three touchdown passes for Seattle, and a defense that many believe is the league's showed why once again.

"Seven more sacks and two interceptions for the defense, and the Seahawks keep on rolling," said Newsday's Bob Glauber, who also called Seattle the "most complete team in the league."

The Chiefs earned four first-place votes after a 17-16 victory over the Texans left them 7-0 for the first time since 2003. The 31 previous teams to win their first seven games in the Super Bowl era all made the playoffs and 15 of them made it to the championship game.

"Still a question if they are indeed the best the league has to offer," wrote ESPN.com's Jeff Legwold in putting them No. 1, "but they are the only 7-0 team."

That became the case when the Broncos lost for the first time in a franchise-record 17 regular-season games. Several of Denver's weaknesses were exposed by Indianapolis, including some issues with an offensive line that has been decimated by injuries.

Denver was third in the AP Pro32, but did not receive a first-place vote.

"The loss to the Colts is a bump in the road for this team," said Pat Kirwan of SiriusXM NFL Radio and CBSSports.com. "It was clear that playing on the road with two backup offensive tackles makes things difficult. Look for most teams to play man-under, two-deep schemes all year and feel four-man pressure up front can get to (Peyton) Manning."

The Saints moved up one spot to fourth after the Patriots lost in overtime to the Jets, sending Tom Brady and Co. tumbling to ninth in the poll. The Colts were fifth and picked up their lone first-place vote from Kirwan after they spoiled Manning's return to town.

Indianapolis handed the Seahawks their only loss earlier this season.

"They may not hold the top spot for long with Reggie Wayne gone," Kirwan said, "but Kansas City has to beat teams like that to take over the top spot."

The 49ers were sixth in the poll, followed by the Packers, Bengals, Patriots and Cowboys. The Jets leaped from 19th to 13th after their win over the Patriots.

Jacksonville, a loser of 12 straight, remained last for the seventh consecutive week.

"Jaguars play the 49ers in London on Sunday," Glauber wrote, "which means they get to lose in another time zone and on another continent."

Looking much more coherent, the mother of twin boys, Jesse Jameson and Journey Jette, 4, calmly answered reporters' questions saying she was "very tired" and even "exhausted" at the time of her interview.

The ex-adult star was wearing large pink sunglasses, a jean jacket, and an animal print jumpsuit. An older man led her into the bookstore where she was doing a book signing before the cameras shut off.

Jameson was arrested in May 2012 and charged with three misdemeanor counts for DUI and then again in April 2013 for assaulting her assistant.

For Democrats, Obamacare Web Woes Create 2014 Headache

President Obama radiated confidence when he took to the Rose Garden earlier this week to convince Americans that the flaws in the Affordable Care Act website would be fixed.


It's understandable that the president himself might be upbeat about the prospects of resolving the problems currently plaguing the technology behind the law.


But for anyone not named Obama, the apparent scale of the problems seems daunting. And it doesn't fuel a lot of optimism that the websites will be up and running by Dec. 15, the deadline for open enrollment under the new law. And that's despite the president's promised "tech surge" featuring "some of the best IT talent in the entire country," as Obama put it.


The Washington Post reported that experts say the problems need to be fixed by Thanksgiving to keep the program on track. But there are already murmurings the repair project could go past Dec. 15, reports The New York Times. The same story mentioned that potentially 5 million lines of computer code could need rewriting. If that's true, it sounds like it could be the code-writing equivalent of the D-Day invasion — massive, complex and arduous.


Which is not exactly what nervous Democrats want to hear. But they're sure to ask about it at an Obama administration briefing for House Democrats on the health law's travails scheduled for Wednesday morning. (House Republicans are requesting a similar briefing as well.)


For the congressional Democrats whose votes made the Affordable Care Act a reality and who will have to defend their support for the law in the 2014 midterm elections, the problems with the federal website are a political nightmare.


Not only do the website's problems embolden the Republican opposition to the law; they place Democrats on the defensive at a time when the party appears to have the advantage coming out of the shutdown/debt default crises.


Several recent polls suggest that Republicans greatly damaged themselves by forcing the crisis, a self-inflicted wound Democrats are eager to exploit. Some of the more ebullient Democrats even claimed that their chances for retaking the House had improved significantly.


But now there's a chance 2014 could find Democrats conducting their own version of damage control, as a result of the disastrous digital rollout.


They'll be looking for any assurances the White House can provide that the problems with the federal website will be ironed out so that the Obamacare timeline can continue as planned. The critical dates as of now are Dec. 15, when the open enrollment period ends; Jan. 1, when new policies sold by the December deadline are to take effect; and Feb. 15, the last day by which premiums must be paid for those hoping to avoid the individual mandate penalty.


But congressional Democrats may not receive assurances from the White House that those dates will be met. And based on how things have gone so far, they'd probably be skeptical if the White House gave them.


The mood within the Health and Human Services Department, as described in one recent report, probably wouldn't give Democrats reason for optimism. Yuval Levin, who worked on bioethics issues in the George W. Bush White House, talked with officials inside HHS and wrote about it for the conservative National Review last week:


"No one wants to say how long it might take, and no one would share with me what estimates they might be getting from their contractors (whom they no longer trust anyway), but there has so far been relatively little progress and it seems like everyone involved is preparing for a process that will take months, not weeks."


Levin goes on to say that HHS officials seem to be expecting that the enrollment period will be extended to March.


That, of course, could force the administration to do something Republican opponents of the law have asked it to do: delay the individual mandate provision. The mandate requires everyone to be insured by Feb. 15 or pay a penalty.


In short, the people who have some idea of what it takes to fix problems of the scale the Obama administration has ahead of it think it's a mission impossible to get all the needed work done in time to delay a central part of the law.

Tepid U.S. job growth supports Fed's cautious stance

WASHINGTON (Reuters) - U.S. employers added far fewer workers than expected in September, suggesting a loss of momentum in the economy that will likely add to the Federal Reserve's caution in deciding when to trim its monthly bond purchases.


Nonfarm payrolls increased by 148,000 workers last month, the Labor Department said on Tuesday. While the job count for August was raised, the employment gain in July was revised lower and was the weakest since June 2012.


The closely watched report suggested the economy lost steam even before an acrimonious budget fight that led to a damaging 16-day partial shutdown of the federal government.


"The numbers indicate that the economy is growing at a modest pace at best," said Sung Won Sohn, an economics professor at California State University Channel Islands in Camarillo, California. "Considering the uncertainties from the government shutdown, tapering (of the Fed's bond purchases) has been postponed until further notice."


But there was a silver lining in the report. The unemployment rate fell a tenth of a percentage point to 7.2 percent, the lowest level since November 2008.


A measure of underemployment that includes people who want a job but who have given up searching and those working part time because they cannot find full-time jobs also fell a tenth of point, to 13.6 percent, the lowest since December 2008.


Economists had expected the economy to add 180,000 jobs in September and the unemployment rate to hold at 7.3 percent.


Stocks ended higher as investors welcomed the prospect of continued monetary stimulus from the U.S. central bank. The Standard & Poor's 500 index hit yet another record high.


U.S. Treasury debt prices also advanced and the yield on the benchmark 10-year note touched a three-month low. The dollar dropped to an eight-month low against a basket of currencies.


The employment report was released more than two weeks later than originally scheduled because of the government shutdown that ended last Wednesday. With the extent of the economic damage from the fiscal standoff unclear, the Fed will likely hold off any decision on scaling back its economic stimulus.


Fed officials will meet next Tuesday and Wednesday to discuss monetary policy. They surprised markets last month by sticking to their $85 billion per month bond-buying pace, saying they wanted to see more evidence of a strong recovery.


"We don't look for any material changes to monetary policy at next week's meeting and most likely in December either," said Sam Bullard, a senior economist at Wells Fargo Securities in Charlotte, North Carolina. "We are now looking at March."


A Reuters poll of big bond dealers conducted after the jobs figures were released found that most expect the central bank to wait until March to begin dialing back its purchases.


SLUGGISH FOURTH-QUARTER GROWTH EYED


While the economy was already struggling before the government shutdown, the brinkmanship in Washington has dampened expectations of a sharp acceleration in fourth-quarter growth.


Economists estimate the shutdown shaved as much as 0.6 percentage point off annualized fourth-quarter gross domestic product, through reduced government output and damage to both consumer and business confidence.


Now there are fears lawmakers will engage in another economically costly fight early next year when Congress must agree on a budget to fund the government and once again raise the nation's borrowing limit.


"With the possibility of a replay of the budget showdown as early as mid-January, why would the Fed want to pull any levers now?" said Cary Leahey, a senior economist at Decision Economics in New York.


Payroll growth in the third quarter averaged 129,000 per month, far less than the 200,000 average in the first half of the year. Economic growth forecasts for the quarter are currently around a 2 percent rate. The economy expanded at a 2.5 percent annualized pace in the second quarter.


The jobless rate has fallen by 0.7 percentage point since the start of the year despite the economy's sluggish growth, partly because many Americans have given up the hunt for work.


In September, however, the drop in unemployment came even as the share of working-age Americans who either have a job or are looking for one held steady, albeit at a 35-year low.


JOB GAINS MIXED BY SECTOR


Employment gains in September were mixed across sectors.


Government payrolls increased by 22,000 jobs after rising by 32,000 in August. Both state and local governments added jobs last month, offsetting a decline in federal employment.


The data showed surprise weakness in the leisure and hospitality industry, which has been adding jobs consistently over the past years. The industry lost 13,000 jobs, the most since December 2009.


Retail employment growth slowed significantly from the solid gains seen for much of this year, with payrolls increasing 20,800.


The retail and the leisure and hospitality sectors have been the leading job creators.


But there was good news in the construction industry, where payrolls increased 20,000. Construction employment had barely increased over the prior two months, and the gain in September could ease fears of a leveling off in home building.


Those concerns were further allayed by a separate report from the Commerce Department showing construction spending at a near 4-1/2-year high in August.


In September, the manufacturing sector added a meager 2,000 jobs as automakers shed workers, despite strong vehicle sales.


Average hourly earnings increased three cents in September. They have risen 49 cents or 2.1 percent over the past 12 months. The length of the average workweek held steady at 34.5 hours.

(AP) — Giuseppe Rossi's hat trick for Fiorentina against Serie A champion Juventus earned him the top player vote in The Associated Press global soccer poll this week, while Roma remained first in the club rankings.

Rossi, the new leading scorer in Serie A with eight goals, inspired his team to an astonishing comeback from 2-0 down by scoring three times in 14 minutes.

"Juventus were leading 2-0 in Florence with less than half an hour to go when 'Pepito' stole the show and turned the game upside down," said Aurelio Capaldi of RAI Sport in Italy. "He scored a terrific treble and became the nightmare of Juventus defenders. It ended up 4-2 and Fiorentina celebrated an unforgettable day for them."

Rossi headed off second-placed Zlatan Ibrahimovic, who scored a pair for Paris Saint-Germain including an incredible back-heel flick, and third-placed Miralem Pjanic of Roma.

Pjanic scored both as his side beat second--placed Napoli 2-0 to stay top of Serie A with eight wins in eight games.

"The manner of Roma's victory on Friday evening against Napoli was almost as eye-opening as the gap it has allowed them to open at the summit of Serie A," said Richard Winton of The Herald in Scotland. "Rudi Garcia has his side playing some stunning football and to sweep aside a Champions League team in such a way was awesome."

English Premier League leader Arsenal polled second following its 4-1 demolition of Norwich.

Mesut Ozil scored twice for Arsenal and is fourth in the player vote by 25 global soccer writers, a rise of six places from the previous poll.

Ozil's Germany teammate, Thomas Mueller, was ninth after he scored twice in Bayern Munich's 4-1 comeback win over Mainz which gave the club fourth in the poll.

James Thorogood, editor of Bundesliga.com, cited Pep Guardiola's decision to introduce Mario Goetze at halftime with his team trailing 1-0 as a key moment in the game.

"It was the first time the Bavarians had fallen behind under head coach Pep Guardiola, yet the Spaniard's masterstroke to throw Goetze into the fray breathed new life into his side," Thorogood said.

Goetze is eighth in the poll.

Real Madrid polled seventh after its 2-0 home victory against Malaga. The win was particularly important as Barcelona and Atletico Madrid dropped points with a draw against Osasuna and a defeat against Espanyol respectively.

Real are third in La Liga, two points behind Atletico and three away from Barcelona.

Southampton polled 10th after its surprising start continued with a 1-1 draw against Manchester United at Old Trafford.

(AP) — Syrian government forces battled Tuesday with al-Qaida-linked rebels trying to capture an ancient Christian town north of Damascus, activists and the state media said.

The Jabhat al-Nusra, or Nusra Front, appears to have targeted Sadad because of its strategic location near the main highway north of Damascus, rather than because it is Christian. But hard-liners among the rebels are hostile to Syria's Christian minority, who tend to support the government of President Bashar Assad, and other al-Qaida-linked fighters have damaged and desecrated churches in areas they have seized.

The assault on Sadad, some 95 kilometers (60 miles) north of Damascus, began at dawn Monday, said the Britain-based Syrian Observatory for Human Rights. Local police fought back the initial assault and were reinforced by the army.

The rebel attack seemed to target a chief hospital in the town, said the Observatory, which monitors fighting through a network of activists on the ground. He said that there was also fighting in the nearby town of Muhin and that the Nusra Front controlled the main road leading to Damascus.

In September, rebels including Nusra Front members briefly captured the Christian town of Maaloula, northeast of Damascus. Maaloula is an ancient village that is home to two of the oldest surviving monasteries in Syria. Troops recaptured most of the town days after the rebels took it.

President Bashar Assad has drawn support from Syria's patchwork of ethnic and religious minorities, including Christians and members of his Alawite sect, a Shiite offshoot, in the country's civil war, now in its third year. The rebels are dominated by Syria's Sunni Muslim majority.

Al-Qaida-linked militant groups such as the Nusra Front and the Islamic State of Iraq and the Levant are among the most active rebel factions in Syria. They have fought other rebel brigades to seize strategic border areas, and are also battling Kurdish fighters in northern Syria.

Also Tuesday, mortar rounds slammed into a pro-government suburb on the outskirts of Damascus, killing at least two people, said the state SANA news agency and the Observatory. It added that a teacher and 14 students were wounded when a mortar round hit a school in the area.

It wasn't immediately clear who was behind the shelling but rebels have previously targeted Jaramana, home to Christians and the Druse religious group. It is close to another suburb, Mleiha, where fighting between rebels and government forces has been raging for days.

The Observatory reported at least three air raids and several attacks by helicopter gunships on the rebel-held town of Safira, near a likely chemical weapons facility. The Observatory said one of the helicopter attacks hit an area where refugees were encamped, killing at least seven people including a child.

Also Tuesday, Sigrid Kaag, the head of the team charged with destroying Syria's chemical weapons, said Damascus had so far "fully cooperated" with the mission.

The goal of the joint U.N. and Organization for the Prohibition of Chemical Weapons mission is to destroy Syria's chemical weapons stockpile, all chemical precursors, and the equipment to produce the deadly weapons by mid-2014.

"To date, the Government of Syria has fully cooperated in supporting the work of the advance team and the OPCW-UN Joint Mission," said Kaag, who was appointed by U.N. Secretary-General Ban Ki-moon for the post earlier this month, in the Syrian capital of Damascus.

"By joining the Chemical Weapons Convention, the Syrian Government has indicated its commitment to the task," she said referring to Syria's joining of the OPCW.

She added that the "timeframes are challenging given the goal of the elimination of Syria's chemical weapons program in the first half of 2014."

Meanwhile, international inspectors to destroy Syria's chemical weapons capability said they had visited 17 sites since they began their work at the beginning of October. In a statement issued late Monday, they said they had destroyed "critical equipment to make the facilities inoperable."

In neighboring Lebanon, the state-run National News Agency reported that several people were wounded in a heavy exchange of fire between pro- and anti-Syrian gunmen in the northern city of Tripoli.

Clashes related to Syria's civil war have broken out periodically in Lebanon's second largest city and scores of people have been killed. Lebanese are sharply divided between those who support or oppose Assad.

Spec standoff: Nokia Lumia 1520 vs HTC One Max

Two new smartphones are going after customers who want supersized screens: Nokia's new Lumia 1520, launched Tuesday, runs Windows Phone and HTC's One Max is an Android offering. But how do the two stack up side-by-side?

The screen
When it comes to the best screen size for a device in this segment, HTC's and Nokia's product development departments seem to be in agreement. The Lumia 1520 has a 6-inch screen with a full HD resolution, while the One Max has a 5.9-inch screen with the same resolution.


Size and weight
Since the two models have roughly the same screen size, the weight is also close. The One Max is slightly heavier at 217 grams versus the Lumia 1520's 209 grams. The overall size of the two devices is also similar; the One Max comes in at 164.5 x 82.5 x 10.3 millimeters compared to 162.8 x 85.4 x 8.7 millimeters.


Processors
The two smartphones may have similar measurements, but they differ on processors. Both have quad-core processors from Qualcomm, but the Lumia 1520 is powered by the more powerful Snapdragon 800 at 2.2GHz compared to the One Max's Snapdragon 600 processor at 1.7GHz.


Storage and RAM
Buyers of the HTC One Max can choose between 16GB or 32GB, while Nokia's spec sheet only lists a 32GB option. Both vendors will let users expand the integrated memory by up to 64GB using a MicroSD card. The amount of RAM available to applications is the same at 2GB.


Camera
The camera on the Lumia 1520 has a 20-megapixel resolution compared to the 4-megapixel camera on the One Max. The sensor on the Lumia measures 1/2.5-inch and it has a f/2.4 aperture compared to a 1/3-inch sensor and a f/2.0 aperture on the One Max.


Price
The Lumia 1520 is $749 before taxes and subsidies. The One Max sells for about $790 without VAT or subsidies in the U.K.


Other competitors in this space include the Galaxy Note 3 from Samsung Electronics and the Sony Xperia Z Ultra.

(AP) — Authorities moved hundreds of people from isolated mountain communities and low-lying shore areas as a strong Hurricane Raymond loomed off Mexico's already storm-battered southern Pacific coast.

Guerrero state Gov. Angel Aguirre urged people to stay off the streets, roads and highways Tuesday because of potentially dangerous rains from the Category 3 storm that meandered offshore.

"The phenomenon's behavior is completely erratic, completely unpredictable," Aguirre said Monday night.

Although forecasts predicted Raymond's center wouldn't come ashore, the storm still threatened to push heavy rains over the soaked region, which sustained widespread damage in September from floods and landslides set off by Tropical Storm Manuel.

There were no reports of torrential rains Monday, but sporadic rains fell in some parts of the state and some streets flooded in soaked Acapulco, where city workers reinforced roads with sand bags. In the nearby town of Coyuca, a bridge was closed to traffic as an already swollen river began spilling over its banks.

Authorities in Guerrero, where Manuel caused about 120 deaths, set up 700 emergency shelters after the storm sprang up Sunday. Schools in most coastal communities west of Acapulco, including Zihuatanejo, were kept closed.

The U.S. National Hurricane Center said the hurricane had maximum sustained winds of about 115 mph (185 kph) and was nearly stationary during the early morning hours Tuesday. The storm's center was about 85 miles (140 kilometers) south-southwest of Zihuatanejo. Forecasters said it was expected to follow an erratic path over the next day, possibly getting closer to the coast, then turn sharply westward and head out into the Pacific on Wednesday.

Zihuatanejo officials went door-to-door in hillside communities warning residents about the risk of flash floods and mudslides, but nobody had voluntarily evacuated to the three shelters set up in schools and athletic facilities, municipal firefighter Jesus Guatemala said. Tourists continued to stroll through town in light, intermittent rains.

Forecasters said that even if Raymond stayed offshore as predicted, the storm could dump anywhere from four to 12 inches of rain over Guerrero and Michoacan states, and cause life-threatening flash floods and mudslides along the south-central Mexican coast.

About 50 dams in the area were over capacity because of Manuel, and officials were releasing water to make room for the expected rainfall.

About 10,000 people in Guerrero already are living away from their homes a month after Manuel inundated whole neighborhoods and caused landslides that buried much of one village. It left behind drenched hillsides that pose serious landslide risks.

A hurricane warning was in effect from Tecpan de Galeana, up the coast from Acapulco, north to the port of Lazaro Cardenas. A tropical storm warning was posted from Acapulco to Tecpan.

Meanwhile in the Atlantic, Tropical Storm Lorenzo was was spinning far from land. Lorenzo's maximum sustained winds were near 40 mph (65 kph) with little change in strength forecast. The storm was centered about 725 miles (1,165 kilometers) east-southeast of Bermuda and was moving east-northeast near 8 mph (13 kph).
